[Sahara] Wait condition sometimes fails to complete

Bug Description
ENVIRONMENT: MOS 8.0 ISO 429
STEPS TO REPRODUCE:
1. Create env with Sahara
2. Deploy env with sahara
3. Run several cluster creation of parallel
EXPECTED RESULT:
Clusters created
ACTUAL RESULT:
Wait condition sometimes fails, cluster in Error state
It's possible that wait condition will not be completed just because heat temporary unavailable.
There is an suggestion to implement some kind of retries.
