Bug Description

Observed that we are packaging neutronclient version which is about a year outdated. There were few bug fixes wrt lbaasv2 which went in after that.
We need to package the latest neutronclient for kilo.

This blocks us from attaching healthmonitor to loadbalancer pool

increment package version for python-neutronclient, as we need couple of fixes in kilo
