libxml2 2.9.3 breaks PostgreSQL build

Alexander, do we even care for 8.0? We use frozen CentOS repo, so even if need to rebuild PostgreSQL binary for some reason, it must go fine.

We do have postgres container in Fuel:

and it is up by default.

We do, but as long as we don't consume the latest CentOS packages in 8.0 (I believe, we are using a frozen state of the mirror), this must not be a problem for us, even if need to rebuild the PostgreSQL binary.

Fix regression caused by libxml 2.9.3

Update of libxml brought a regression in the world:

This commits imports the fix from Debian package (thanks to Niko Tyni):
https://sources.debian.net/patches/patch/postgresql-9.4/9.4.5-2/90-libmxl-808325/

It is compatible with CentOS 7.2 and previous libxml releases
