Bats test failing on generate_vms.bats

Bats test are failing because of missing xmlstarlet packages used inside generate_vms.bats.

We need to add xmlstarlet as dependency for fuel-misc.

Perhaps we want this to the 8.0 as well. Bats tests shall not fail!

According to the jobs history https://ci.fuel-infra.org/job/gate-fuel-library-bats-tests/ something should be done to get the fix to CI slaves

Right now not all of related ci slaves (https://ci.fuel-infra.org/label/bats_tests/), running the job for bats, have that package installed (xmlstarlet). CI-team: please limit the number of slaves with that label and please schedule servers downtime for us to be able to do a puppet run, which will install the missing package.
