CPU 100% after every reboot and login, multiple launchpadlib.cache.* in /tmp

Bug Description
Recently with 15.10 my Xubuntu started to behave strangely in a way that just after every reboot and login, CPU hits 100% usage and keeps so for some half a minute.
If I run top/htop, I always see many (aprx. 12) lines with "/usr/bin/python3 /usr/share/
Why?
Is it a python problem? apport problem? Some other problem?
This is quite new behaviour, some month ago I believe it was not like this (that is why I noticed, after all)
