Bug Description
when opening preferences, the preferences window sometimes open partially out of screen border.
this is especially anoying when the window title bar is above top of screen as you can not move it with the mouse.
a quick solution is to use the ALT+space shortcut to show the window menu, then select move with the keyboard arrow.

as a workaround, you can use your window manager shortcut for "window move".
Under Windows, you can press ALT+Space on the keyboard, then select "move" in the menu with down arrow and enter, and then move the window with the arrow keys
