Bug Description

Neutron allows the fixed_ips field to be updated for all port types. The Midonet cluster currently only implements this for VIF ports. Implementing this for other types would be more work than we have resources to handle right now, so the Neutron plugin should block fixed_ips updates for non-VIF ports until we can allocate time to implement fixed_ips updates for other port types.
