Can no longer make Nautilus windows always-on-top due to CSD

Bug Description

GNOME’s idiotic use of client-side decorations in Nautilus means that I can no longer right-click the top area of the window and select “Always on top”. If you right-click the top bar, Nautilus only gives a “Close” option. Ridiculous.

Thank you for your bug report. That's more an issue with gtk+ and CSD ... is there a real usecase to ping nautilus on top though? I can see how it's useful for playing a video, unsure about the file manager though

Untagging, we reverted the update for this cycle, it's still an issue in the new version which is likely going to land later on so keeping the bug

Sebastien, the use case is dragging and dropping files between Nautilus windows.
