Bug Description
networking-zvm has in setup.cfg:
[files]
packages =
neutron/
neutron/
The"/" is invalid, according to Robert Collins, pbr should warn about this.

pbr is explicitly checking if these values are paths[1], so it's not clear to me that we should be warning on / characters in them. I think we need some more detail if we're going to make this change.
