Bug Description
Unable to create volume snapshot when Cinder Block device driver is enabled
Steps:
1. Deploy Env(1 Controller , 1 - Compute + Storage - Cinder Block Device)
2. Create volume(cinder create 1)
3. Create snapshot cinder snapshot-create <volume_id>
Expected result:
Snapshot was created
Actual result:
Can't create snapshot. Snapshot in "Error" status.
Cinder log:
'BlockDeviceDriver' object has no attribute 'create_snapshot'

Snapshots operations are not supported by BDD in Liberty. This bug will be fixed in MOS 9.0 with stable/mitaka code sync
