Bug Description
I rebooted my computer and tried to connect to my Ethernet connection. The status bar on the top right hand side says my computer is connected, but I am not able to access any pages. A pop up window soon appears which says it was unable to connect to http://

This doesn't sound like a problem with CapNet. It sounds like it's doing what it's supposed to be doing. If I understand correctly, you are connected to a network but are unable to access the internet. In this case, CapNet has appeared to help you connect to the internet, but it is unable to load a captive portal (I'm guessing that there is none).
This sounds like a problem with your network and not with elementary OS.
