Applications in workspace on primary monitor travel through secondary monitors when "Workspaces only on primary display" is set to true.

Bug Description
I have two monitors that are both physically and through config stacked on top of each other. The bottom one is set as the primary. When I switch between workspaces, the applications can be seen moving through the secondary monitor on top. I would expect them to stay confined to one screen. An example can be seen in the youtube below.
