gschema default for DnD hover in canvas view should be false

It's what's best for most users & it seems that was the intent also upstream when they created the gsetting

This bug was fixed in the package ubuntu-settings - 15.10.6

Brian - this is not an option for nautilus-3.10, it has to be patched
out. Patch avail. upon request though bug report is not appropriate place
