Inkscape 0.91 Win7 64bit "Failed to load" emf

Bug Description

I just installed Inkscape 0.91 on my Win7 64 bit, started a new document, and tried to import the .emf file that I need as a base map. It is 9412 Kb. I have tried several times, including after rebooting. Inkscape goes into a non-responding status for a while, then returns the message "Failed to load the requested file". I have attached the .emf file.

Reproduced with Inkscape 0.91 r13725 and 0.91+devel r14565 on OS X 10.7.5.

Inkscape 0.91 produces these console messages:

not reproduced on Windows 7 (32 bit), Inkscape 0.91 r13725 (Jan 30 2015)
the file takes about 1 minute or more to load, and uses up about 1.75 GB out of a total of 2 GB available.
Inkscape takes about 2 minutes to close after this.
the attached svg is obtained.
the svg appears to contain a large number of essentially empty paths of the type

Thank you so much. This .emf was created from DIVA, the only freeware I have to get this shape file into my graphic. So, I have no way to fix the "large number of essentially empty paths" that it contains. I will try doing this on a PC with more memory and/or RAM. But is there a way to download the .svg "attachment" in your reply? Because you have gone to the work to convert it, this would move me forward. The attachment feature on this discussion page only links to open it in a browser.

if you do a right mouse button click on the file, you should get a popup window something like this.
Then choose the option "Save Target As..." and browse to locate a suitable directory location.
