Catkin plugin: Unable to determine dependencies for Indigo for any release past Trusty

Bug Description
The Indigo release of ROS only supports saucy and trusty. However, the Catkin plugin utilizes the Trusty ROSO repos, so there's no reason it shouldn't continue to work. However, trying to run Snapcraft on the included ROS example on any release past Trusty fails with:
"Failed doing pull for catkin-tutorials: Package "std_msgs" isn't a valid system dependency. Did you forget to add it to catkin-packages? If not, add the Ubuntu package containing it to stage-packages until you can get it into the rosdep database."
