trunk: fails to draw page border on-top of drawing

Bug Description
The document property to draw the page border on top of the drawing no longer works in current trunk (r14565).
Steps to reproduce:
1) launch current trunk with default prefs, default new doc
2) draw a rectangle which partially overlaps page borders
3) apply a solid light fill to the rectangle and remove the stroke
3) open 'Document Properties > Page', and check the page border setting to draw the border on top of the drawing
--> the page border setting has no effect
4) drag the rectangle around across all 4 sides of the page area
--> neither the page border, nor its shadow is drawn on-top of the rectangle
First noticed with Inkscape 0.91+devel r14563 on OS X 10.7.5.
Based on tests with archived builds:
- not reproduced with rev <= 14527,
- reproduced with rev >= 14536;
