have to hover mouse over header to get clicks to respond

if i am working in inkscape, i will not be able to get the mouse to grab items or nodes or respond to anything without hovering the mouse over the top header of the window and then back down into the work space.

inkscape .91 32bit.

it seemed to be worse on the 64bit version so i switched to 32 bit but now am getting same issue.
