Bug Description

Recent horizon changes

as well as some likely changes with the heat client have made it so the heat resource drill down page does some really awful things and completely fails.

    Correcting heat resource drill down

    Previous commit broken heat resource drill down:

    This patch fixes the ID attribute, correctly specifies the template,
    alters the page to match other detail page styles, and adds a UT to
    prevent regression.
