remove MOS package workarounds from fuel library

Bug Description
With the introduction of the os_package_type in the upstream openstack modules[0] and the configuring of the fact within fuel-library[1], we need to remove the hard coded package swaps that we have for the debian/ubuntu package name differences.
For example, we are hard coding[2] the debian package name for the vncproxy rather than letting the upstream puppet module handle it.
