Vagrant should put selinux to permissive

Bug Description

Currently vagrant provisioning sets selinux to permissive. This is preventing to write to docker volumes, because of lack of svirt_sandbox_file_t flag on mount points.

Right now it is best to set selinux to permissive until we have a proper solution.
