Super+T shortcut opens a window in background if one instance already running

Bug Description

The Super+T shortcut doesn't always focus the newly opened window if a session is already running in the background. This is quite irritating, because it seems almost as if the shortcut doesn't work, just to find out I have several instances running in the background of an maximised app I was in when pressing the shortcut.

Maybe the behaviour should first focus an already running window, and when pressing the shortcut with an already running session focused, it should open a new window.

I can't confirm this on Loki Beta. I'm getting a new Terminal window when I user super + T, even if I have Terminals open behind maximized windows or on other workspaces
