When moving images/objects/movies or anything else that moves is displayed, there are 2-3 stripes (horizontal) between areas with different refresh speed.

Bug Description
This bug seems to appear when using nVidia drivers. I already had this issue on my working pc 2 years ago and now here on my laptop. It uses a nVidia GTX850M graphics card (and has an Intel chipset (with integrated graphics)).
The bug is most noticable when scrolling in Firefox (or other software) or when moving windows around.
