cleanup haproxy_backend_status warning about multiple default providers

https://review.openstack.org/#/c/257500/ introduced a new provider for haproxy_backend_status. Unfortunately puppet is now spitting warnings about there being two default providers. We should cleanup this warning.

    Correct defaultfor for haproxy_backend_status

    The haproxy_backend_status provider for haproxy should have had
    defaultfor :kernel => :linux instead of :osfamily. This change updates
    it to reference :kernel which should clean up the warning around
    multiple default providers for haproxy_backend_status.
