[Sahara][TLS] Cannot create cluster with enabled wait_condition

Bug Description
ENVIRONMENTS: MOS 8.0 ISO 361
We have problem in working Sahara with Heat-engine using wait_condition feature (enable as default). Heat waiting while VM is booted and cloud-init worked.
STEPS TO REPRODUCE:
1. Deploy env with Sahara and TLS
2. After deploy run cluster from default template (Vanilla 2.7.1)
EXPECTED RESULT:
Cluster created
ACTUAL RESULT:
Cluster in state Spawning long time, but VMs booted and cloud-init worked
WORKAROUND: in sahara.conf DEFAULT section heat_enable_

Evgeny, could you please elaborate on this? What heat_enable_ wait_condition defaults to? (I'm interested if it's the default case broken or not) Could you please add a diagnostic snapshot of the environment?
