Bug Description
Contrail 2.22-110
SNAT si-* networks are not cleaned up even after the logical-router and the tenant inside which the LR was created, were both deleted. API server still shows the si-* network:

[u'default-domain', u'admin', u'snat-
For a while the si-* networks were being continuously created/deleted.

Rudra has looked at the issue on the setup.
