Bug Description

Binary package hint: kdeaddons

The character selector panel applet was available until a few days ago. A few days ago (presumably on an upgrade), the character selector applet disappeared from my panel and the applet no longer appears in the list of applets available to add to the panel.

I cannot confirm this. I've KCharSelectApplet (this is how it's called in the About window) available.
Do you have kcharselect 4:3.5.8-0ubuntu1 installed?

Oops, many apologies. I just installed that package and the applet is once more available for installation. Thanks...
