Bug Description
Heat team recently fixed and verified bug:

There is patch in upstream:

This functionality is disabled by default in liberty and in mitaka branches.
However I think we need to enable it for MOS deployments with Sahara.
It should also solve issues, when Sahara tries to create immense clusters on scale testing and fails due to token expiration.
