Bug Description
Replace 1 controller and re-deploy on ha env with neutron vlan
Scenario:
1. Create cluster with neutron vlan
2. Add 3 node with controller role
3. Add 1 node with compute
3. Deploy cluster
4. Remove one controller add new controller
5. Deploy changes
6. Run OSTF
Actual result:
task failed, manual execution of task lead to fail too

The rabbitmqctl had been constantly hanging, cluster recovering, and repeating.
That made the curl failed and the dump definitions task as well.
Cannot be fixed as it looks like the environment specific issue
