[vCenter][OSTF] vCenter OSTF are not active with Neutron netwroking

It's necessary to fix the vCenter OSTF tests in environment with Neutron network. They should work with DVS and NSXv plugins.

    Since in Fuel 8.0 nova-network was removed. Currently vCenter env
    requires DVS or NSXv plugin as networking backend.
