ENVIRONMENT: MOS 8.0, ISO 328

STEPS TO REPRODUCE:
1. Create env
2. Setup settings for network
3. In "Settings" tab, enable all Ceph services
4. Wait while env deployed
5. Download image for sahara tests
6. Register image on sahara
7. Run OSTF tests for Sahara

EXPECTED RESULT:
Tests passed

ACTUAL RESULT:
Error: "This test requires more hardware resources of your OpenStack cluster: at least one of the compute nodes must have >= 4096 MB of free RAM, but you have only 0 MB on most appropriate compute node."
