[MOS][Centos7] user nova has nologin shell

On Centos 7 node user nova has /sbin/nologin shell in /etc/passwd

Because of this migration is failing:

after fix of shell to "/bin/bash" all is working

On Ubuntu nova user has '/bin/bash' shell. So, the same shell should on CentOS/RHEL for nova migrations

This is non-specific MOS 8.0 configuration (there is no Centos 7 release here). The fix has been verified by MOS puppet Team, so propose to move it to Fix Released.
