Bug Description

Reproduce:
Run valgrind --leak-check=yes system-settings

In main(), Utility's constructor is called, and is owned by the qml context.

What happens:
It leaks for some reason.

What should happen:
We should pass by reference, meaning it'll get freed upon the end of main.
