fuel-qa: set upper bound for python dependencies in stable branches

stable branches of fuel-qa/fuel-devops doesn't have upper bounds for python libraries.
https://github.com/openstack/fuel-qa/blob/stable/7.0/fuelweb_test/requirements.txt
They should be set according to global-requirements.

Please add the upper bound for the python-neutronclient to 3.1.0 for stable/8.0 branch as it's proposed in the https://bugs.launchpad.net/fuel/+bug/1533203 bug.

I've seen to your proposed changes, but I've not found the upper bound for the python-neutronclient package

Actually I can see that requirements.txt was synced in 6.1 and 7.0 branches - https://github.com/openstack/fuel-qa/blob/stable/6.1/fuelweb_test/requirements.txt and https://github.com/openstack/fuel-qa/blob/stable/7.0/fuelweb_test/requirements.txt ; I think that the bug should be "fix released" for 7.0 milestone.

We deliver only Critical/Security fixes to MOS7.0, MOS8.0.
We deliver only High/Critical/Security fixes to MOS9.2.
