vpnaas test failure in gate

Broke the compatibility with vpnaas, causing the following tests to fail:

test_create_ipsec_site_connection
test_delete_ipsec_site_connection_error
test_delete_ipsec_site_connection
test_update_ipsec_site_connection_error
test_update_ipsec_site_connection

    Skip known failing vpnaas unit tests

    Skip these tests:

    * test_create_ipsec_site_connection
    * test_delete_ipsec_site_connection_error
    * test_delete_ipsec_site_connection
    * test_update_ipsec_site_connection_error
    * test_update_ipsec_site_connection

    until the upstream fix in neutron-vpnaas goes in
    to be compatible with the recent change in neutron
    (72f6b99211fce438b4bd0d14af1ac4fb476357c2).
