Juju Provisioning changes to support Kilo with Contrail

Need the below provisioning changes to support juju with contrail kilo (R2.20 also needs couple of patches as noted below)

* contrail_extensions needs to be added to ContrailPlugin.ini
* "security_group_api = neutron" needs to be added to nova.conf of compute node
* Analytics QE is not up (I don’t have much insight into analytics hence didn’t debug further)

* LBaas was not configured (also needs the patch https://github.com/Juniper/contrail-neutron-plugin/commit/acc2fcdf200d788e26c276bfd38777d677c39e70 in R2.20 branch)
* Heat was not configured (needs patch https://github.com/Juniper/contrail-heat/commit/16134f899485c51e090449a280be6086a660885a in R2.20 branch)
* contrail-dns was not provisioned
