Defaults of horizon/admin/defaults/ can't be edited

The page horizon/admin/defaults/ has 'update defaults' button which allows changing defaults such as
- Key Pairs
- Length of Injected File Path
After saving them, Defaults page shows previous values of -1. Opening 'update defaults' dialog shows that default values have not changed.

Given inferior unit-test coverage of Quota subsystem in Horizon, we cannot fix this issue reliably in a remaining time before SCF, thus moving it to 9.0. The plan is first to improve test coverage, then fix the particular bug.

- Go to System -> Defaults
- Update quotas

Result:
- Quotas are updated and save their values after page refresh
