Openstack and netaddr gem rpms are installed incorrectly

On CentOS 7 after run:

 yum install rubygem-openstack rubygem-netaddr -y

netaddr and openstack gems are installed in incorrect directory:

 ls -la /builddir/.gem/ruby/gems/
total 0
drwxr-xr-x. 4 root root 48 гру 17 18:27 .
drwxr-xr-x. 5 root root 48 гру 17 18:27 ..
drwxr-xr-x. 4 root root 70 гру 17 18:27 netaddr-1.5.0
drwxr-xr-x. 4 root root 59 гру 17 18:27 openstack-1.1.1

and could not be found in gem list:

gem list

correct path should be /usr/share/gems/gems/

repo from which gems are installed:

http://perestroika-repo-tst.infra.mirantis.net/mos-repos/centos/mos8.0-centos7-fuel/os/x86_64/
