Operations Guide should be updated with correct cluster restart procedure

Bug Description

We do not have description of cluster shutdown procedure (for version8.0)
https://docs.mirantis.com/openstack/fuel/fuel-7.0/operations.html#operations-guide

Section "How to Shutdown whole cluster" (https://docs.mirantis.com/openstack/fuel/fuel-7.0/operations.html#howto-shut-down-the-whole-cluster) should be re-writed in order to satisfy actual procedure. Commands alike "pcs resource restart clone_p_neutron-plugin-openvswitch-agent" are not correct and also are not necessary because all services should start w/o user intervention.
