integrate f.lux/redshift functionality as an accessibility feature

Bug Description

f.lux/redshift are programs that dynamically change the colour temperature of the display to mitigate the negative effects of blue light such as eyestrain, disrupted sleep patterns, and insomnia. It would be cool to integrate them as an accessibility feature to take advantage of elementary's time and locale data and make the feature play nicely with gala.

I believe that this is in line with elementary's stated aim of being an ergonomic OS.
