Info about change in access permissions for a collection is not available anymore

Mahara 15.10+

In previous versions of Mahara, e.g. 15.04, users received a notification when they added a page to a collection that had already permissions associated with it as the collection took on these permissions. See screenshot http://manual.mahara.org/en/15.04/_images/collection_manage_warning.png

This warning is not available anymore in 15.10+ and needs to be added to show users this information so they know that their collection is now already available to certain users.

This was working if you drag/dropped files but not if you clicked the
'Add' button
