Thanks Jackson for the patch! I've uploaded it to xenial with one tiny change: you fixed Debian's double-build-depend on libsystemd-dev, but I left that as is to reduce the delta. Will close this bug when it lands (I should have also added this bug's number to the changelog entry, but forgot to).

light-locker (1.7.0-2ubuntu1) xenial; urgency=low

  * Merge from Debian unstable. Remaining changes:
    - debian/control:
      + Recommend light-locker-settings | xfce4-power-manager.
      + Build-depend on liblightdm-gobject-1-dev instead of
        liblightdm-gobject-dev.
    - debian/rules: Build with no-lock-on-suspend and late-locking support.
