Upgrading from Server Manager 2.22 fails due to Passenger switchover

Bug Description

The passenger switchover happened in version 2.22. Any version after this needs to cleanup passenger based on the version of previously installed server manager and not blindly.
Also old supervisor webu service was switched off in 2.22 and needs to be stopped only if running.
