Integration tests fail with "Neutron did not start"

In neutron logs: "No providers specified for 'VPN' service, exiting"

They started generated a config file (https://review.openstack.org/#/c/253530/) but it's empty.

    Add neutron vpnaas configuration in integration tests.

    They decided to remove the default once again because why not, it's
    funny to break gates for no reason.
