Bug Description
Since "complex quota" implemented, see no reason for quota.php, as it duplicates a small part of quotarow.php functions.
Would be more convinient to display quotareport for all quotas set in one list ( at most filtered by questionnaire) groupped by sample for each questionnaire. Quota descriptions is OK, but also 'd be more informative to display for each sample/quota if no quota applied or short info on restriction set for each quota.

Although quota.php implements a small redundant part of complex quotas - I left it in for backwards compatibility. I'll flag it for removal in 2.0
It is true displaying in one list would be better than by sample - I'll mark this as a whishlist item.
