Bug Description

https://review.openstack.org/#/c/249075/ was passed CI over CentOS 7.1. However, master node was upgraded to CentOS 7.2 with Apache/2.4.6 where 'Require' is mandatory (since 2.4.3) which forbids the directory from reading. This breaks bootstrap process.
