Found by CI

https://github.com/openstack/fuel-qa/blob/master/fuelweb_test/models/fuel_web_client.py#L1299
We are updating all networks except admin network.
On very rare case by unknown reasons admin network can be assigned for another interface of slave. We should avoid this behaviour by updating all interfaces (including admin)

Mark as critical because it can block any job in CI in random time.

This bug will be covered in scope of https://blueprints.launchpad.net/fuel/+spec/template-based-virtual-devops-environments ,
where network topology can be requested from fuel-devops and OpenStack networks will be assigned on right interfaces according to this topology.
