Bug Description
1. New feature: install plugin after deployment is working, plugin is possible to install and enable.
2. New feature: automatic deployment of new changes on whole cluster is available and working.
Expected: "Deploy changes" is accessible after plugin enable
Actual: Deploy changes is inaccessible, but while adding or removing node, plugin is deployed on all targets (and working on it).
Plugin generation review (for tests, makes fuel_plugin_

Test is recommended to pass manually via web interface.
Last tested (reproduced) ISO: fuel-8.
