Enable plugin on deployed cluster - deploy changes is inactive

1. New feature: install plugin after deployment is working, plugin is possible to install and enable.
2. New feature: automatic deployment of new changes on whole cluster is available and working.

Expected: "Deploy changes" is accessible after plugin enable
Actual: Deploy changes is inaccessible, but while adding or removing node, plugin is deployed on all targets (and working on it).

It should be covered by UI team, but first we need to know how to determine whether redeployment is needed. We used to use "pending_changes" attribute of cluster for that, but it was deprecated. So please add this info and we'll add support in the UI
