Rackspace AutoScaleGroup Resource does not correctly handle RackConnected LB

RackConnected Load Balancers (LB available via RackConnect Technology on the Rackspace Public Cloud) use uuid's whereas Rackspace Cloud Loadbalancers use integers as ids. This leads to incompatibility when trying to use RackConnected loadbalancers with the Rackspace AutoScale group resource.

    Support RackConnect V3 LB in Rackspace AutoScaleGroup Resource

    Currently, only Rackspace CloudLoadBalancers are supported by
    the ASG resource.

    Also update the requirements to use fork of pyrax that is
    maintained by the Rackspace heat team.
