[dashboard] buttons on package definitions page are cluttered on smaller screen resolutions

They probably miss a min-length'ed wrapper or we should allow them to stack in a more natural way, than this, probably with media-querying

There is a horiozn problem, I suggest not to add extra css, but we can add 'More Actions' button like on horizon Instances page.

    Hide some table buttons at Package Definitions page

    Toggle active and public are now available under
    'More Actions' button. This focuses users attention
    on the main import/delete actions
    and allows table to looks good on small screens.
