Bug Description

How to reproduce:
1. Disable OpenGL plugin to bypass #1525162
2. Run one of affected applications.
Expected:
Whole screen allocated by application.
Happens:
Panel remains visible.

Examples of affected applications: games of Touhou series, Yume Nikki, Koumajou Densetsu 2.

This bug has influence on https://bugs.launchpad.net/compiz/+bug/1525162, because of visible panel applications are not detected by "unredirect fullscreen windows" and are affected to #1525162, even if "unredirect fullscreen windows" is enabled and are totally unusable if OpenGL is enabled.
